Philippine passport holders are technically and formally eligible for a Shenzhen visa on arrival, however their success of obtaining one is of very mixed outcomes, mildly speaking. Those with Chinese expired visas in their passports that were used in the past have higher levels of success and those without them, relatively lower. In any case, you will not know what will the outcome be until you apply for one at one of three designated border crossings. It would be better if you could obtain a Chinese visa in advance, of course... In any case, if you still want to proceed with this scheme, I would suggest you to take the first morning ferry from Hong Kong to Shekou port in Shenzhen and to apply for a Shenzhen VOA there. The chances in Shekou are much better. Please, just take care about Shekou port visa office opening time: 9:00 - 13:00 & 14:30 - 16:30. Good luck.
