Formally and technically, you are eligible for 5 days Shenzhen visa on arrival, but since we lack proper feedback on the success rate of Indian citizens, it is hard to tell you anything for certain. I would suggest you, if you want proceed with a visit to Shenzhen, to take a ferry from Hong Kong to Shekou port in Shenzhen and to apply for a visa at Shekou visa office. Please, just be aware of the Shekou visa office opening hours: 9:00 - 13:00 & 14:30 - 16:30. I do not recommend two overland border crossings because I am quite certain that the rejection rate is higher.0
