Can Indonesian passport holder who is holding valid HKID apply VOA for Shenzhen and other cities?

JK, Indonesian citizens can definitely apply and obtain a Shenzhen 5 day visa on arrival at three border crossings: Shekou (if traveling by ferry from Hong Kong), Lo Wu / Luohu (if arriving by MTR suburban train from the center of Hong Kong to Lo Wu) and Huanggang (if arriving by car, bus, taxi from Hong Kong). The price of this visa is the same for all the citizenship: 130 CNY. The entire procedure is performed at the border crossing. When traveling on Shenzhen VOA you are limited to Shenzhen city limits only. After your stay in Shenzhen you can return to Hong Kong by taking any border crossing and by taking any mean of transport, high speed train included.

You can also apply and obtain s Zhuhai 3 day visa on arrival when traveling to Zhuhai. Zhuhai VOA limits you to Zhuhai city limits only.

By far the best option, if you plan to visit more mainland Chinese cities (areas) is 240 hour visa free transit scheme. The essence is to combine Hong Kong, mainland China and Macau. For example, you can take a bus or ferry from Hong Kong to Macau. After that you will exit from Macau to Zhuhai (only via Hengqin or HZMB border crossings), but in this case you will not apply for Zhuhai VOA, but you will present your travel itinerary as: Macau - mainland China - Hong Kong. For this reason you will buy your train ticket from some place in mainland China (for example Guangzhou) to Hong Kong. You have to be in a possession of this ticket at the moment when you approach Macau to Zhuhai border crossing. As you can see, this option allows you to travel to many parts of mainland China, all the way to Beijing if you want, but it has to be always in a format: Macau - mainland China - Hong Kong or Hong Kong - mainland China - Macau. Indonesian citizens are allowed to use 240 hour visa free transit. I underline, it is essential to have an exit ticket (from mainland China) already bought at the moment when you enter mainland China from Macau or Hong Kong. Hope this helps.

Thanks for that very clear and useful description JK, of a Macau -> China -> HK trip. You mentioned that a confirm high-speed train ticket from Guangzhou to HK will work to satisfy the requirements of this visa-free transit policy. Presumably a flight ticket from Guangzhou to HK would also be ok?

Yes, you are definitely correct, high speed train ticket, a flight Guangzhou to Hong Kong and a ferry from Pazhou (the center of Guangzhou) to Hong Kong is also fine, but a high speed train is usually recommended because it is typically used by travelers on 240 hour visa free transit scheme.
