That would be possible when we look at it as itinerary, but the problem is in the fact that you cannot produce a ferry ticket in advance. As far as I know, the ferries from Xiamen to Kinmen can only be booked a day in advance by calling the reservation center as well as to buy a ticket in person on the day of travel. To be eligible for 144 hour visa free transit, you are supposed to have a ticket from Xiamen to Kinmen even before your departure from US in hard copy as a proof that you will really perform a transit. Also, this ticket is required upon landing in Xiamen. If only you could find a way to produce such a ticket, then your itinerary would be eligible for 144 hour visa free transit.
