Yes, you can. The most practical places are DHMZ bridge and main, Gongbei border crossing. Please, just have in mind that visa offices usually close at 16:00 or 16:30 and that the price for US citizens is, based on reciprocity, relatively steep 1,295 CNY. This can be only payed by card.0
