Taiwan as third region

Thanks for your article. We are planning to fly as follows: 1. Frankfurt - Beijing - Taipei and on our way back 2. Taipei - Shanghai - Frankfurt.

In Beijing and Shanghai, we have a stopover with 20 hours, each. Are we allowed to exit the airport and quality for the 24 hour visa free transit? Is Taiwan considered as a third region?
