About:72-Hour Visa-Free Transit

Am I eligible for transit visa?

I am Roumania citizen. In december I"ll have a flight with the following itinerary: Singapore - Shanghai -Munchen - Sibiu. In Shanghai I have 8 hours between the flights. Can apply for transit visa to visit Shanghai and after that to fly further?
