There are no particular restrictions, but not every border crossing has visa on arrival offices. Also, you have to be aware that those visa offices located along the overland border crossings experience quite a congestion, so you are advised to use Shekou port in Shenzhen instead. The best way is to take the very first ferry from Hong Kong to Shekou and to obtain a VOA right there. You should just be aware of their opening hours: 9:00 - 13:00 & 14:30 - 16:30. After your stay in Shenzhen, you can return to Hong Kong by any mean of transport and using any border crossing, high speed train included.
As far as covid rules are concerned, you will perform a DIY test and make a photo of the outcome by your smartphone. Also, you will fill in a Chinese Health Declaration form. Chinese authorities just seldom check these details, but you are advised to do that for your peace of mind. Nobody is asking about vaccination any more.
