It is not because of the holiday season, but because of the high demand for Shenzhen visas on arrival. In other words, the problem is not in the fact that the border crossings themselves are crowded, but it is the problem that visa offices simply cannot process so many visas on arrival applications. It is quite probable that visa offices will see some relief after China has reinstituted visa free entry to Singaporean citizens, but regardless of that, you have to be prepared for a longer waiting times. It is advisable to be at Luohu (Lo Wu) border crossing before 09:00.
I will repeat again that the best medicine against this problem is to take the first morning ferry from Hong Kong to Shekou port in Shenzhen and to apply there for Shenzhen VOA. You can return by any mean of transport back to Hong Kong, high speed train included. Shekou visa office opening hours: 9:00 - 13:00 & 14:30 - 16:30.
