About:Transfer in T3 of Beijing Capital Airport

I am flying Singapore Airline to Beijing International T3 and taking domestic flight to Xian

From Beijing International T3 to Xian , what is the minimal transit time and do I have to leave the airport to domestic airport

It is better to leave at least 3-hour transfer time. You can consult your airline that if you need to change to another terminal. Usually, international and domestic flights are in different terminals.
