Shenzhen VOA for german Passport holders travelling from Hong Kong

Are Germans eligible for the five-day VOA in Shenzhen travelling from Hong Kong?

Yes, they are. You are advised to take a ferry from Hong Kong to Shekou port in Shenzhen instead of taking one of overland border crossings because the pressure at overland border crossings visa offices is huge. So, taking a ferry is by far the best option. You should just have in mind the opening hours of Shekou port visa office: 9:00 - 13:00 & 14:30 - 16:30.
