Yes, Japanese citizens are eligible for VOA. If you will travel from Hong Kong to Shenzhen, you are advised to take a ferry from Hong Kong to Shekou port in Shenzhen rather than taking one of the overland border crossings. If taking a ferry, you should just take care about the opening times of Shekou visa office: 9:00 - 13:00 & 14:30 - 16:30.0
