About:24-Hour Visa-Free Transit

Indonesian passport holder (Tokyo - Shanghai Pudong - Amsterdam)

Hello,

We have a return flight from Tokyo to Amsterdam and we have a layover for around 12 hours.
Are we eligible to visit the Shanghai city?
