SOUTH AFRICAN PASSPORT HOLDER LIVING IN HONG KONG - WAS TURNED AWAY AT LO WU

I have a South African passport and living in HK with a temporary HKID. I was turned away at Lo Wu, after the official said African passport holders do not qualify for the VOA at Shenzen border. Even though I had a letter of invitation from a company in Shenzen. Could you please confirm this is correct, as I cannot get through on the numbers for the border control centers you listed.
Thank you

Yes, this seems to be the case. Until now the Chinese authorities have not yet fully liberalized the obtaining of Shenzhen and other VOA, so they issue VOA just to a limited number of countries. I was surprised that certain countries, located quite close to China like Philippines, are also currently ineligible for such a visa. Maybe this has something to do with their shorter opening hours of visa offices and/or the huge number of applicants that currently wait for hours in order to obtain a visa. Hopefully, the situation will be soon normalized and the majority of countries will be allowed to obatin a VOA as it used to be the case in pre-covid times.
