Unfortunately, this is not possible. There are two reasons, the first is the practical one because the visa office is located between Hong Kong and mainland China border authorities/areas in the direction of entry into mainland China. In other words, you would not be even physically able to reach the visa office during your exit from mainland China in direction to Hong Kong. The second reason is legal... This is a visa on arrival and not on departure. In other words, you can obtain it only a few moments before your entry into mainland China with the intention to really enter it.
I am afraid that you will have to try to cross into Shenzhen before 16:30 or to postpone your entry until the morning hours of the next day.
