Low,
Malaysian citizens are eligible for a Shenzhen VOA only in case if they were granted a Chinese visa in the past and can prove that fact with an old passpport containing that old visa. In other words, if Malaysian citizens have an old Chinese visa in their new or old passpport and can present it at the border crossing, they will be granted a Shenzhen visa. If this is not the case, Malaysian citizens are not (currently) eligible for this type of visa.
