About:Visa on Arrival

VOA Shenzhen via HK

is VOA still only available for emergencies and not for tourism purposes? If yes, any timeline if this is supposed to change soon?

And, is it possible to apply for a normal tourism visa in HK for China at the moment?

China does not issue tourist visa anywhere currently.
