Valid visa in an expired passport

1. I have a category M Chinese visa that is valid until 2025. The visa is in my expired passport. I now have a new passport, is the visa in the expired passport still valid if I carry it during my travel. I'm a Dutch resident with an American passport.
2. On what conditions will foreigners be able to travel to China?

Dear, if you got this visa before November 2020, this is vise is not valid for entering China at present. You should apply for a new visa if you want to enter China during the epidemice period.
