Overstaying visa

Please when someone has been detained for an overstaying visa can the person pay a fine and go back to it's country rather than been backlisted OR

can the person be allowed to get home and take it's property before going home. OR
How long will the person stay in detention before going back to it's country

The person may be detained for 15 days, and then given an exit pass if he or she can pay the fine.

Hello you know someone who overstayed recently? Did the person surrender before going to jail or the police cought him/her?
