About:Requirements for Permanent Residence Permit

PR Eligibility

Hi,
I have been working and Residing in china since 2014, I am Married to a Chinese Citizen for over 5 years ( (marriage certificate issued in Hong Kong, my family-based in HK and I have an HK-PR since childhood). We (wife and I) own a house in Mainland china( both our names are on the deeds & paperwork) bought it like 5 years ago. in recent years I had moved to another city for work within the same province. Now that we have a baby, and as I do not see myself living in any other country I would like to apply for a PR card/green card.

I haven't left the Mainland for more than 2 or 3 weeks each year since 2014, and luckily I was inside Mainland before this pandemic.
Q1. Am I Eligible?
Q2. Do I apply at my wife's hometown OR city where we own the house OR at the current city I reside for work?
Q3. Criminal records: I haven't been to my country of origin in decades and haven't been able to visit H.K since the start of the pandemic. how do get one from HK? and do I need one if I have proof of being in china all these years?

I think you are eligible for China's PR. You can apply for it at the city you own a house. You can send your documents to HK Immigration by post to apply for a non-criminal record. You will also need one from the police station in mainland China as you live in China during these years.
