how to apply Chinese child adoption for Singapore father (unwed)

My son is a Singapore who has a daughter in China. They don't intend to get married and we would like to adopt the child, to bring her to Singapore. My son is stated as father of the child in her birth certificate in China.
Can I know how to process.
