About:Chinese Consulate in San Francisco

I reside in Houston and the Houston consulate has closed for good , which embassy should I go to?

I need the China embassy to do a notary on a document, do I go to the visa office or if you could point me to the correct department. I reside in Houston and the consulate had been closed, which embassies should I be going to? This document is for my father who is over 90 and is disabled, can I bring him to my sister in San Francisco ? And is that office is opened? Rumor has all the China embassies are closed due to the Covet Virus

You should go to the Chinese embassy in Washington DC.
