Overstay due to change of health

My brother is US citizen working in China. He suffered serious health issue and has been in the hospital and can no longer work. His visa will expire next month but he is unable to travel independently due to his health situation is there a way to extend a visa based on emergency health problems?

Kristin, before his visa expires, he must contact the local exit and entry administration to extend the visa. If he is unable to go there by himself, he can ask someone to help him.
