overstay for 10 years and pregnanthio

hi good day. what if my friend is already overstay for 10 years and got pregnan. she is nearly to give birth to a baby next month. what will happen to her and for the baby. is it possible for her to register her baby even only havig passport?/
i saw a law covers the pregnant woman or having a breastfeeding baby before 1 year, they are excuse to a fine or penalty.
