So what if he clears the fine, can he be given voluntary exit
Secondly he has been detained but if he clears fine, can voluntary exit be permitted0

Sorry, he won't be given voluntary exit based on situations you mentioned and he will be on the black list of China visa application for years.0

Generally it is 5-15 days. But it varies case by case. If he has done some other things illegal in China, it might be much longer.0
