Inquiry for overstay from January 8, 2020

Hello,

I was scheduled to exit china on January 8, 2020.
I booked my flight for PEK - Philippine January 7, 2020. I was denied to board the flight on ground that I needed hongkong transit visa.
At the airport I booked another flight PEK-CAN-MNL. I missed the flight also due to baggage oversize and repackaging.
I booked another flight again PEK-MNL. I was denied boarding.
I ran out of cash as I already had all this misfortune. Up to January 18, 2020, I raised my ticket money for return but I did had money to pay for overstay. Upon obtaining my flight and overstay money before January 25, 2020, situation of the coronavirus epidemic intensifies as my country started mistreating travelers from China and placing other extreme restrictions thus causing me fear to return home during the period.
Am I eligible for the two months visa weaver instituted by the Chinese Government? How will my case be handled with regard to my condition.
I have in my possession all the tickets and relevant documents .
This is my second trip to China.

Anthony, as you have already overstayed before the virus outbreak, I doubt whether you can enjoy the automatic visa extension. You need to contact the local exit and entry administration to know if you are eligible. If not, you may need to leave the country as soon as possible.
