Hi Dave, I’m a New Zealander who applied for a X2 visa for Mainland China in Tokyo last August 2019 and I was able to get one for 180 days. Ive read online threads that you can’t and the person at the office did query me as to why I am applying for one in Japan as I was only a tourist. But, I received one so no harm if you aren’t in Australia to try and apply in Japan.
