Can I apply for the Beijing 144 hour visa weiver?

My husband and I are cruising into Beijing and we are staying in Beijing City for 2 1/2 days- approx 66 hours. We are then flying from Beijing back to Australia via a 2 hour stopover in Singapore. Would we be covered by the 144 hour transit visa?
