Your client can take a ferry (in reality a catamaran) from Hong Kong airport to Shenzhen Shekou ferry terminal, but he/she has to take care not to cross Hong Kong immigration because if he/she do that, he/she will not be able to use a ferry from Hong Kong airport to Shekou. You didn't mention the citizenship of your client and that is very important detail because not all citizenship are eligible for a Shenzhen VOA and there are noticeable differences between the prices for different citizenship. The range is from 168 to 956 CNY!
Also, your client should be aware of the opening hours of Shenzhen VOA office: 9:00 - 13:00 & 14:30 - 17:00! The entire process of application and obtaining a Shenzhen VOA in Shekou takes not more than 20 minutes. Your client will just declare to the authorities at Hong Kong airport that he/she will travel to Shenzhen where he/she will obtain a Shenzhen VOA. Shenzhen VOA is obtained in Shekou and Hong Kong authorities have nothing to do with it.
