How do I get "Shanghai 144h visa-free transit"?

We're taking a Holland America cruise from SH to Hong Kong, February 29 to March 14. We fly into SH and sail out March 1. How can we get "144 h visa-free transit"?

Basically, there are the following 6 steps:
1.  Inform the carrier when boarding
2.  Fill an Arrival/Departure Card
3.  Apply for the 144-hour visa-free stay permit upon arrival
4.  Claim the luggage
5.  Go through the customs
6.  Leave the airport
