Shanghai 15-day visa-free policy for cruise

I am flying from Sydney to Shanghai on 14Feb2020 going on a 14-day cruise Shanghai-Qingdao-Tianjin-Dalian-Fukuoka-Busan-Nagasaki-Shanghai and flying back to Sydney on 29Feb2020. Is the above-mentioned visa-free policy applicable to me?

Shau Me, if you book a tour in Shanghai in advance for the first entry, you can enjoy the visa-free policy for cruise passengers. For your second entry, you route qualifies for the 144h visa-free transit policy.

I am a bit confused. Do you mean I should book another Shanghai tour ahead of the cruise before I am eligible for the 15 day visa-free policy?
