About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

Can we take advantage of the 15 day Visa Free for Cruises

My wife and I are going on cruise that leaves from Tokyo and visit several Japaneese cities. We then spend two days in Shanghai, followed by a day at sea. We then visit Xiamen for a day, have another sea day, and continue on to Hong Kong. From there, we proceed to Vietnam. can we take advantage of the 15 day Visa Free for Cruises for both Shanghai and Xiamen. We are Holland American tours for both ports and do not plan to get off the ship except for the tours.
