Visa 24 hour rejected by Beijing immigration accepted by Shenzhen immigration

I have been rejected by Beijing immigration officer, without any reason for 24 Hr visa free. Just said the computer system rejected. Can u submit my case to the China immigration Head? your information is very confusing to us as a foreign traveler. Shenzhen accept 24 hours, but Beijing rejected. I have the officer number if u need.
