About:China Visa Application in USA

I'm planning to visit China in April. I'm US citizien, but I live in Japan.

I'm planning to fly to Beijing from Tokyo and then from Beijing to India and on the way back from India I would have a lay over in Beijing for about two hours.
Can I apply for a visa from Japan? even if I'm not a Japanese citizen?

Jose, yes, you can apply for a China visa from the CVASC in Japan if you have an ARC card.
