Is this eligible for Beijing 144H exception?

US citizen traveling from Taipei to Beijing then from Beijing to Chiang Mai.

I plan on staying in Beijing for 3 days or so to sight see, etc.

Yes, it is, of course under the assumption that Beijing is your only stop within mainland China.
