Return flight to same Country

Hello, is it possible to make use of the 72-hours visa free if I fly from Tokyo to Shanghai and then back to Shanghai? Or the outbound flight necessarily needs to be to a different country?

If that is not possible, could it be from two different airports but same country? (e.g. Tokyo-Shanghai / Shanghai - Kyoto)
