About:24-Hour Visa-Free Transit

24 hour visa rules seem to have changed

In Shanghai airport now
UK citizen flying from UK had onward ticket for 9hours later to Sydney
Rufused 24hr visa has had no accommodation booked.
Stopping everybody without accommodation booked.
Tried to book accommodation was told will also not let you have 24hr visa if you have not arrived with accommodation booked before landing.

It doesn't exist a 24h visa in China.

What you mean is that they denied a 24h temporary entry permit.

That's common in China as there's no guarantee to leave the airport.

Nothing new, nothing changed.

Pudong airport has been enforcing a "no reservation, no entry" policy for 24-hour TWOV passengers since 1 February 2018. This is never publicized but there are plenty of data points on travel forums like this. Next time maybe try to book a reservation on the spot and tell them that you have one.

Visa free transit and temporary stay permit are two different things.
One is pretty much guaranteed, the other is not.
TIMATIC states on 24 hour visa free transit you must remain in the international transit area.
