240 visa free transit rule

I am flying into Shanghai from Los Angeles, California on a one way ticket. I then plan on leaving China from Chongqing 9 days later. If my returning flight to San Fransisco, California has a 3 hour layover in Hong Kong does that count as a third country? Do I qualify for the 240 hour visa free transit as a USA citizen?
