OK, if you are traveling on 144 hour visa free transit and your itinerary is:
X country (different than both mainland China and Japan) - Shenzhen - South Korea
You are perfectly eligible for 144 hour visa free transit and you don't need any kind of visa. It is just important that Shenzhen remains your only stop within mainland China, although when you travel on this option, you are allowed to travel throughout the entire Guangdong province as you wish during your layover in Shenzhen (Guangdon province).
This option is different than 5 days Shenzhen VOA that is not available at the airport and it is only limited to Shenzhen city boundaries. People traveling to or through Shenzhen mixed them up and some of them, thinking that they can obtain a Shenzhen VOA get denied from boarding a plane.
Also, this 144 hour visa free transit is not a visa, but a travel without a visa.
