Actually, this is a temporary entry permit that you will apply for at Shanghai airport when flying on 24 hour visa free transit. It is available at Shanghai Pudong, but your layover is supposed to be 8 hours or longer than that and if your layover is during the night hours you are definitely encouraged to book your accommodation in advance and to have an accommodation booking confirmation printout with you.0
