No, there is no more Xiamen visa on arrival and it remains alive only in some old books. Anyway, there is always a solution, but I would need an itinerary of your colleagues that are traveling to/from Xiamen.

So far I have understood that your colleagues are traveling from Male (Maldives) via Hong Kong to Xiamen. Am I right about this?

Now I need to know what are the intentions of your colleagues in and after Xiamen to be able to propose them a solution how to manage their itinerary visa free. Thanks.

One more detail. When they plan to depart from Male via Hong Kong to Xiamen?

they travel on 1st December, the parents are travelling as far as I know on tourist visa, but the have also some business apointment. Maybe there is a possibility to get the visa in Hong Kong? as for now they are only in transit area, but if it is needed, maybe we could change the tickets to make a longer period of waiting, in order to purchese a visa in Hong Kong?
I would be grateful for your reply.

Part one:

Dorota, your post is very inconclusive because you have replied that you think that your parents are traveling on a tourist visa. You have to be certain about this detail because if they already have an unused tourist visa they cannot apply and obtain other visa of any kind. Simply speaking, it is not possible to have two concurrent visas at any single moment in your passport!

Also, you didn't mention where to your parents plan to travel after Xiamen. This is also very important detail. OK, I will assume that your parents have a tourist visa, but they also want to have a business appointment. I suggest the following. It is quite simple, but you have to be focused.

Your parents should book a ferry from Xiamen to Kinmen (an island in front of Xiamen that belongs to Taiwan). Like this, their itinerary would be:

Hong Kong - Xiamen - Taiwan (Kinmen island)

This itinerary is eligible for 144 hour visa free transit and they can travel visa free or in other words, they can spare their tourist visa when they return from Kinmen back to Xiamen.

Part two:

So, they will be allowed to perform their business appointment because it is allowed under 144 hour visa free transit and after that, they will take a ferry to Kinmen. If they don't have any particular interest to stay on Kinmen, they can make an overnight there or even return the same day back to Xiamen using their tourist visa. With this visa, they can proceed to any other Chinese destination and after that leave China from any airport of their choice.

The only detail they have to take care of is to inform the immigration authorities in Xiamen, immediately upon landing not to collect their tourist visas, but to allow them to enjoy 144 hour visa free transit. They will have to have an e-confirmation for a ferry to Kinmen for that purpose in both Hong Kong and in Xiamen.

I consider this plan to be optimal for the need of your parents.

Thank you Zupan, I will try to clear the situation. The passengers are family. 2 adults have tourist visa, but the children do not have it. They Travel from Male to Xiamen with change of planes in Hong Kong. If they can obtain transit visa it would be ok, but they have travel through Honk Kong, isn't it a problem to obtain transit visa? Do you have information if they can purches turist visa in Hong KOng also? Or it is better to get to Xiamen in your opinion
best regards

OK, it's quite clear now :)

Actually, since the parents already have visas they cannot apply for any other because it is not possible. Anyway, since the children don't have visas, probably the best solution would be to obtain the visas for children upon arrival in Hong Kong. They can obtain them or through Hong Kong CVASC or through some of reliable agencies. The agency can obtain rush visa for a bit higher price, but really fast. Like this, the whole family will be able to travel to Xiamen with complete peace of mind. Also, it will be also possible to accomplish the business appointment in Xiamen, but it is not necessary that a father tells that to the immigration authorities. They will just tell that they have arrived in Xiamen for tourist purposes and that's it.

Just to clear the picture... Polish citizens don't need a visa for Hong Kong, so they are fine there. So, they will use their tourist visas, the parents those already obtained and children those obtained in Hong Kong. It is required roughly 3 working days if they apply for a rush visa service, but they should contact an agency in advance and to make (to resolve) all the possible details they can online. This will allow them not to spend too much time in Hong Kong.

Now, if the next city after Xiamen where the mentioned family is traveling is outside China, the children don't need any kind of visa, but if their next destination is within China, they need a visa. In reality, by far the best situation is as I have already mentioned. The parents will just proceed to Xiamen by using their tourist visas and they will obtain the visas for their children in Hong Kong by submitting most of the details to the agency online.

By the way, when we talk about a travel from Hong Kong to Xiamen, the best option to reach Xiamen from Hong Kong when a travelers are in possession of Chinese visas is by a high speed train directly from Hong Kong West Kowloon station to Xiamen. It is cheaper and when you take into account all the formalities required by air travel, practically faster than the plane on this route.
