I'm a US citizen who is flying to Shanghai, staying for 3 days, flying to Tokyo, staying for a week and then flying back to Shanghai to come back to the US. Do I need an L visa?

No, you don't need any kind of visa because your itinerary is eligible for visa free transit both ways. Your first stop will be evidently eligible for 144 visa free transit in Shanghai area. Your second stop will be eligible for 24 or 144 hour visa free transit in direct relation to the length of your stay in Shanghai area.
