About:China Visa on Arrival

I’m in India and have trouble getting Chinese visa

Hello I am from Mexico and traveling in India with a tourist visa. Am I able to get a visa in India or can I do that upon arrival to Beijing? I tried calling the Consulate of China in India but they said I should get the visa in my home country because I already had my India tourist visa and that was a problem of not being able to apply for a Chinese visa.
