3 hr layover in guangzhou

Hi. My flight is manila-Guangzhou-san fo with a 3 hr layover in Guangzhou. We booked China southern airlines and was advised that we need to secure a transit visa. Won’t this fall under the 24 hr visa free for transit?

If you are flying nonstop CAN-SFO then you absolutely don't need a visa (just a simple airside security check). If your flight is CAN-WUH-SFO then you technically don't need a visa, but as you will be going through customs and immigration in Guangzhou, the airline may require you to sign an indemnity form in case immigration won't grant you entry (apparently they did this to a lot of Indians at Delhi airport but no instances where people were refused entry).
