In reality, there is always a chance that your visa application is rejected for some reason. In fact, there is no country that issues its visa at 100% approval rate. It is the same for a Chinese visa obtained in advance and for a Shenzhen VOA. I would say that Shenzhen VOA is granted to 99.9% of all eligible applicants, but there is always that 0.1% that could happen.

Since you are a UK citizens, I would advise you to obtain a 2 year multiple entry Chinese visa obtained in advance if you only have some spare time to engage some effort to obtain it. UK citizens can get such a visa if they require for one with the argument that you intend to travel to China in the near future more often.

If you decide not to obtain a Chinese visa in advance and if your intention to visit Shenzhen is in no way suspicious (journalist, member of security institutions in your home country, indecently dressed, under the influence of alcohol and similar), you will be granted a Shenzhen VOA.
