144 Transit Scenario

I am arriving in Beijing Capital City Airport from the United States on November 8, 2019 at 2:55 pm and departing Beijing Capital City Airport for Tokyo on November 11, 2019 at 8:35 am.

Does this count for the Transit Waiver? If so, is there anyway to confirm this prior to departure? (I do not want to get there and be told I need a visa)
