High speed train Chengdu - Jiuzhaigou: when operational?

Hi

When will the CD-Lanzhou High-speed Railway connecting CD and Jiuzhaigou be available? It was planned for the end of 2019. I will be travelling to CD next year (in May) so in order to plan everything, I'd like to know whether I'll be already able to book this train since it significantly reduces travel time.
