No, unfortunately this is not possible. Shenzhen VOA covers only the geographical area called Shenzhen Special Economic Zone that in reality coincides with the boundaries of Shenzhen City. Since Dongguan is separate city from Shenzhen, this visa is not a valid document you can use to travel there. Your option is to fly from Hong Kong to Guangzhou, use 144 hour visa free transit and return from Dongguan, in reality from Shenzhen to Macau by ferry. After you have reached Macau, you can return immediately to Hong Kong.
This 144 hour visa free transit is valid for entire Guangdong province.0
