About:China Visa on Arrival

I have a US Passport

I would like to go to Shanghai
Can I fly to Xiamen get a VOA then go in to Shanghai?

No, unfortunately, you are not allowed to do that. If you obtain a VOA in Xiamen, you can only leave that city by direct plane or ship journey out of China. In other words, VOA does not allow to its holder to continue her/his travel to another Chinese city.

I would suggest you to find some other option like:

X country (where you are now) - Shanghai - X country (different than the country where you are now and mainland China)

It could look exactly like this:

Vietnam - Shanghai - South Korea
Hong Kong - Shanghai - Taiwan

Using an itinerary of this kind, you will be eligible for 144 hour visa free transit in Shanghai area.
