About:72-Hour Visa-Free Transit

About the 24-hour transit visa exemption rules . . . . .

On the websites of the DRC embassy and San Francisco consulate, the 24-hour visa exemption applies only to airline passengers. What is the authority that extends this exemption to cruise ship passengers?

The authority that is in charge over the visa free transit scheme is The National Immigration Administration (国家移民管理局) that is a child agency of The Ministry of Public Security (中华人民共和国公安部). This is the reason why the embassies and consulates in most cases are not the best source of information for this subject. Simply speaking, they belong to totally different ministry.

By the way, it is correct that 24 hour visa free transit is applicable to the passengers of the cruise ships too in the same way as it is to airline passengers. In other words, the information provided by embassy website is wrong.
